Can you upload your own files, such as newspapers and books on e-reading devices like Kindle and Nook?

I plan to buy an e-reader. I do not know which one. I was curios if I would be able to download electronic books that I may have stored on my computer. Beyond that, you can annotate? I bought a PDF of a manual for my class too, and instead of my laptop, I’d like to read on a Kindle. Is it possible?
